About The Role

The Bid Manager-SWANA works closely with countries in SWANA region, Oxfam International (OI) regional team, and staff from Oxfam Great Britian to bring together well-performing bidding teams to successfully pursue large grant and tender opportunities.

The role will contribute towards:

· Increasing institutional income in the SWANA region.

· Building stronger funding relationships and providing additional capacity.

DIMENSIONS OF THE ROLE

  • Lead, develop and promote best practice in bid/proposal management ensuring all processes and deliverables uphold the organization’s values, including climate justice, feminist principles, and decolonial approaches.
  • Develop and managing existing grant/tender processes.
  • Support the SWANA pipeline and the development and implementation of robust donor account plans.
  • Leverage technical knowledge and professional experience of the SWANA context, donors, and thematic to strengthen Oxfam’s positioning and bidding in the region.
  • Engage, build relationships, and negotiate with donors, potential consortium partners, country, and regional stakeholders, as well as internal Oxfam stakeholders.
  • Lead, manage and support bid coordination and proposal input, deliver technical advice and professional leadership at positioning through to submission stages (including for large, country, multi-country, regional grants, and tenders in the SWANA region. Strengthen bid processes and build capacity across the SWANA region by working alongside Oxfam International regional and country teams and Oxfam GB internal and external stakeholders

KEY RESPONSIBILITIES

Strategic leadership on bid development

  • Provide strategic leadership and hands-on support to Oxfam SWANA country and regional teams to ensure strategic, quality, timely bid submissions. This includes both grants and commercial contract tenders, primarily from Institutional Donor bi/multi-laterals, but also non-institutional donors including private or philanthropic donors and innovative financing.
  • Lead bid management process at all stages, including positioning, go/no go decisions, bid development planning, bid design, bid writing, donor and consortium/partner discussions, compliance and submission, working closely with programs, technical, funding, compliance, finance and other relevant Oxfam teams to ensure quality and timely inputs.
  • Provide donor knowledge and bid expertise to Oxfam SWANA and partner stakeholders to inform decisions and ensure quality, compliant bids, based on analysis of donor funding opportunities, call for proposals, contract Terms and Conditions, donor, and partner engagement.
  • Input directly into bids: writing, reviewing, and finalizing, to ensure quality, compliance, and timely submissions.
  • Build knowledge, skills, and resources of SWANA country and regional team at all stages of bid process through guidance, training, and hands-on support.
  • Where required, fill capacity gaps for bid management in country and regional teams.

Bid management systems & processes.

  • Lead on developing and implementing bid/proposal systems, processes, and tools for the SWANA region in collaboration with Regional Head of Program and Business Development Manager-SWANA (RBDM). In consultation with RBDM-SWANA, develop and deliver regional training and capacity development initiatives with focus on large grants and commercial contracts.
  • Develop donor-facing and positioning resources, to raise Oxfam SWANA countries and regional profile with donors and partners including capacity statements.
  • Lead on identifying processes for approaching new funding modalities and donors.

Pipeline Management

    Under the leadership of RBDM and HoP SWANA, build a better understanding of the programs and funding priorities for SWANA countries and develop a strategic response plan for countries and the region.

      In collaboration with Oxfam confederation teams, identify, build, and track a regional opportunity pipeline of funding and partnership opportunities aligned with SWANA strategic programmatic priorities.

        In collaboration with SWANA RBDM, gather and analyze donor intelligence and funding trends in the region, including upcoming opportunities, strategic shifts, and emerging modalities, to inform pipeline planning and donor engagement strategies.

        Strategic Donor & Partner Engagement

          Under the leadership of the SWANA RBDM and in collaboration with Oxfam confederation funding colleagues and country teams identify and map the key donors in SWANA with large grant and commercial contract opportunities. Develop and implement a road map to pursue the key opportunities along with clear regional donor plans.

            In collaboration with Oxfam confederation funding colleagues, support the SWANA RBDM to map the potential private sector and NGO partners for large grants & commercial contract opportunities.

            SAFEGUARDING:

            Essential: Education, Capacities and Experience

            University degree in International Development or related relevant subject or qualification,

            • AND At least 5 years [progressive] experience in INGO or relevant sector organization in roles relevant to the position, including demonstrated track record in SWANA of: leading and managing all stages of complex, large, humanitarian and development bids (particularly in Oxfam's thematic priorities); supporting and working with country, regional teams and international teams; knowledge and experience of leading best practice in grants and Commercial tenders; identifying and pursuing new funding opportunities, engaging with a range of institutional and non-traditional donors and funding mechanisms.

            OR in case of absence of Degree At least 7 years [progressive] experience in INGO or relevant sector organization in roles relevant to the position, including demonstrated track record in SWANA of: leading and managing all stages of complex, large, humanitarian and development bids (particularly in Oxfam's thematic priorities); supporting and working with country, regional teams and international teams; knowledge and experience of leading best practice in grants and Commercial tenders; identifying and pursuing new funding opportunities, engaging with a range of institutional and non-institutional and non-traditional donors (including private or philanthropic donors and innovative financing) and funding mechanisms.

              Demonstrated ability to lead and coordinate, to manage multiple priorities and to meet deadlines.

                Strong English verbal and written communications skills.

                  Demonstrated ability to manage own workload, as well as work in teams.

                    Ability to think strategically and to develop and implement initiatives.

                      Proven ability to analyze, synthesize and document complex issues. Detail oriented.

                        Ability to work remotely as well as in person with stakeholders.

                          Ability to adapt and work within a multicultural, multilingual, and multidisciplinary environment.
