Job Title: Roving VSLA Technical Officer
Work Location: Aleppo
Position Summary
The VSLA Technical Consultant is a key member of the organization Syria’s Food Security and Livelihoods (FSL) team, responsible for providing technical leadership, oversight, and quality assurance for Village Savings and Loan Associations (VSLA) programming across the FSL sector in Syria. The consultant supports the design, standardization, implementation, and sustainability of VSLA interventions implemented through local partners, Community-Based Trainers (CBTs), consultants, and community structures, while working closely with the organization’s program and support functions, including MEAL, finance, procurement, partnerships, and risk management.The consultant leads the day-to-day technical support and monitoring of VSLA activities across multiple locations, ensuring consistent, high-quality, and context-appropriate implementation in line with the organization standards and sector best practices. The role includes supervising, mentoring, and strengthening the capacity of CBTs and implementing partners to effectively establish, strengthen, and sustain VSLA groups, while promoting community ownership and long-term impact.The role also supports the development, adaptation, and harmonization of VSLA tools, SOPs, training materials, and implementation approaches across programs and partners. In addition, the consultant facilitates learning-sharing initiatives, technical coordination, and cross-program collaboration to strengthen the quality and consistency of VSLA programming across the FSL sector.The consultant represents the organization in relevant technical coordination forums, livelihoods and financial inclusion working groups, and external stakeholder engagements, contributing technical inputs to assessments, learning reviews, market analyses, and program development initiatives. The role also supports evidence generation, documentation of best practices, and continuous improvement of VSLA methodologies and approaches.Cross-cutting priorities include gender equality and women’s economic empowerment, youth inclusion, climate-resilient and inclusive livelihoods programming, accountability to affected populations, safeguarding, and strict adherence to the organization policies, humanitarian principles, and donor compliance requirements.
The employee is also required to;
1. Remain aware of and comply with safety and security regulations/procedures and bear responsibility for personal safety and security while under contract.
2. Comply with the organization’s Policies which includes but not limited to Safeguarding Policy, Code of Conduct and other organizational and HR policies.
3. The organization has a zero-tolerance approach towards sexual harassment, exploitation and abuse, and child abuse towards any person including our staff, representatives, partners, programme participants and members of the community where we work. We expect all staff, partners and related personnel to share this commitment by understanding, abiding by and working within the organization International Safeguarding Policy and related framework at all times whilst representing the organnization.
4. Ensure that all direct team members are aware of their responsibilities with the CI Safeguarding Policy commitments, including signing of the Safeguarding Policy and Code of Conduct, and completing induction and refresher trainings;
5. Depending on specific role and responsibilities, may be requested to comply with the terms of additional policies, guidelines and related regulations, as and when necessary.
