About this Role
Mission
Since 2017, MdM-ES has been operating in Syria through integrated humanitarian health programming focused on improving access to essential health and mental health services for conflict-affected populations. The mission supports primary healthcare, MHPSS, protection mainstreaming, community-based approaches, and capacity strengthening of local actors and healthcare providers.
MdM-ES’s interventions in Syria emphasize integration of mental health into primary healthcare, strengthening community engagement mechanisms, and promoting sustainable and context-adapted approaches that respond to the evolving needs of affected communities and the health system. The mission works in coordination with health and MHPSS sector actors, local authorities, and community stakeholders to improve access, quality, and continuity of care.
Geographic scope of the intervention
The successful candidate will be based Northeast Syria (Kobane 25%, Hassakeh 25%, and Raqqa 50%). The person can be relocated within Syria as per need of the mission and time allocation will be adjusted accordingly. The position requires regular field visits and the ability to manage logistics functions remotely during periods of restricted access or security-related movement limitations.
Organizational Chart
The successful candidate will report to the Country Coordinator - Syria, as well, he/she will have direct technical link with Logistic Referent in HQ. The Logistics Coordinator supervises logistics staff across the mission and works closely with all departments to ensure effective operational coordination
Functions
Projects logistics activities planning & follow up
- Participates actively in the definition and update of annual project planning and budgets.
- Responsible for preparation of all national and international purchase orders (goods and services).
- Provides support to field logistics staff in regards with logistics management
- Ensuring the national staff will progressively take responsibility of all the logistics procedures
- Supervises and assess progress made in logistics area at project / base level while visiting regularly all the field areas; proposes to Country Coordinator reorientation strategies, when necessary.
- Works in close collaboration with finance department for the planning / forecasting and needs of all purchases.
- In collaboration with Country Coordinator, plans human and material logistic resources needed for the timely implementation of activities.
- Archiving all logistical documents in database (Sharepoint) regularly and filed properly in compliance with donor and organization’ policy and procedures.
- Prepare and submit regular/on need base logistics reports to coordination and HQ, including procurement follow-up, inventories, framework agreements, and operational updates.
Security
- Participates in the preparation of mission security guidelines / pack of the mission.
- Implement the general security policy in collaboration with the Country Coordinator.
- Ensures that security is assured to the highest level possible in the whole mission by implementing all MDM-ES guidelines and working closely with Country Coordinator on all security issues.
- Participates in context analysis of the mission in collaboration with Country coordinator.
- Ensure that all necessary measures are taken to avoid theft, destruction or other type of damage of MDM-ES material and property.
Procurement and Supply Chain Management
- Ensure all procurement activities comply with MdM-ES policies, donor regulations, and applicable procurement thresholds;
- Ensure procurement files remain complete, accurate, compliant, and audit-ready at all times;
- Ensure proper justification and documentation for derogations, exceptions, and procurement decisions;
- Prevent procurement fragmentation and ensure strategic sourcing approaches are applied where relevant;
- Promote the use of framework agreements and long-term procurement strategies to improve efficiency and reduce operational delays;
- Ensure quality control and validation of procurement documentation before submission to coordination or HQ;
- Ensure timely preparation and follow-up of national and international purchase orders;
- Coordinate closely with finance and programs to ensure procurement planning aligns with operational priorities and budget consumption;
- Monitor supplier performance and ensure quality and accountability throughout the supply chain process;
- Ensure efficient follow-up of international orders, customs clearance, importation permits, and coordination with relevant authorities and stakeholders.
Warehousing, Stocks & Asset Management
- Ensure storage, stock management, and inventory systems comply with MdM-ES standards and procedures;
- Ensure regular physical inventories and reconciliation exercises are conducted across all bases;
- Maintain updated inventory and asset tracking systems;
- Ensure proper storage, handling, maintenance, and disposal of equipment and logistics assets;
- Ensure traceability and documentation of stock movements and distributions;
- Support medical teams in ensuring appropriate pharmaceutical storage and supply chain practices.
Fleet, Transport & Communications
- Ensure fleet management systems comply with MdM-ES standards and operational needs;
- Ensure effective oversight of vehicle tracking systems, fleet monitoring tools, and transport planning;
- Ensure drivers and logistics staff are adequately briefed and trained on communication and safety systems;
- Ensure communication systems remain functional, reliable, and adapted to the operational environment;
- Ensure movement tracking and communication procedures are implemented and monitored across the mission.
Team Management & Capacity Building
- Provide technical supervision, guidance, and structured follow-up to logistics staff across the mission;
- Ensure delegated responsibilities are adequately monitored, supported, and followed-up;
- Establish clear task tracking, workflow management, and accountability mechanisms within the logistics department;
- Identify capacity gaps and support development of logistics staff through coaching, mentoring, and on-the-job training;
- Contribute to recruitment, induction, performance follow-up, and development of logistics staff;
- Promote a culture of accountability, collaboration, compliance, and proactive problem-solving within the logistics team;
- Ensure continuity of logistics functions during periods of remote management or access limitations.
Compliance, Reporting & Systems Strengthening
- Ensure logistics systems, databases, SharePoint repositories, and filing structures remain organized, updated, and accessible;
- Ensure logistics documentation meets internal audit and donor compliance requirements;
- Support development and implementation of standardized logistics tools, SOPs, trackers, and reporting systems;
- Ensure logistics KPIs and monitoring tools are regularly reviewed to identify bottlenecks and operational risks;
- Promote systems-based logistics management and reduction of dependency on ad hoc or informal processes.
Required qualifications
University degree or diploma in Logistics, Supply Chain Management, Business Administration, Engineering, Humanitarian Affairs, or related field;
Master’s degree in Humanitarian Assistance, International Cooperation, Logistics, or related fieldis an asse
Requirements
Languages:
- Excellent spoken and written English required;
- Arabic is a plus
Others skills
- Strong computer literacy including Microsoft Office;
- Logistics tracking/reporting tools
- Strong analytical, planning, organizational, and reporting skills;
- Ability to work under pressure and manage competing priorities in a dynamic enviroment
Experience
- Minimum 5 years of field experience in humanitarian emergency settings;
- Minimum 3 years in senior logistics coordination or management roles with INGOs orhumanitarian organizations;
- Demonstrated experience managing logistics operations in complex, volatile, and access-constrained environments;
- Proven experience in procurement management, donor compliance, and supply chain oversight;
- Experience in remote management and decentralized operational structures;
- Experience in security management support and operational risk management in conflict settings;
- Experience in team supervision, coaching, and capacity building;
- Previous experience in Syria or similar humanitarian contexts is highly desierable;
