About this Role

UNICEF Syria seeks a Construction Specialist (P-3) for a 9-month Temporary Appointment based in Qamishli to lead child-focused construction projects that prioritise quality, innovation, and sustainability. The specialist manages field operations restoring and improving public service infrastructure in education, WASH, and healthcare sectors across Northeast Syria.

Responsibilities

  • Manage and supervise construction activities at field office level
  • Coordinate field teams and contractors with systematic monitoring
  • Review technical documentation, progress reports, and payment requests
  • Support procurement processes and vendor due diligence
  • Ensure compliance with UNICEF global standards and policies
  • Integrate disability inclusion, climate adaptation, and environmental safeguards
  • Prepare annual workplans and progress reports
  • Collaborate with UNICEF programmes and government counterparts

Requirements

  • Master's degree in civil engineering or related field (or Bachelor's plus 2 additional years' experience)
  • Minimum 5 years in project management, site supervision, or related technical fields
  • Expertise in quality assurance, public procurement, and risk management
  • Fluency in English required; Arabic proficiency an asset
  • Emergency/humanitarian experience preferred
  • Experience with cross-cutting priorities: disability inclusion, climate change, environmental and social safeguards
  • AutoCAD or project planning software skills desirable
