About this Role

UNOPS, in partnership with UN-Habitat, is seeking a Project Manager to lead the efficient management and implementation of Housing, Land and Property (HLP) initiatives in Syria.

Key Responsibilities

  • Lead project planning, implementation, and workplan updates for HLP projects
  • Manage budgets, expenditures, and timelines within donor guidelines
  • Oversee financial and administrative compliance with UN procedures
  • Establish project management systems for tracking delivery and results
  • Coordinate monitoring, evaluation, and quality assurance activities
  • Support inter-agency coordination with UNDP, NRC, IOM, and UNHCR partners
  • Prepare donor reporting (narrative and financial) meeting deadlines

Required Qualifications

  • Master's degree in engineering, architecture, urban planning, project management, or related field (or bachelor's degree plus 2+ years relevant experience)
  • Minimum 5 years progressively responsible project/programme management experience
  • Experience managing donor-funded programmes including work-planning and budgeting
  • Fluent Arabic and English required

Desired Experience

  • Financial management and monitoring/evaluation expertise
  • UN and NGO system familiarity
  • Housing, Land and Property or urban recovery programming background
