Country Security Manager — Damascus

ACTED is recruiting a Country Security Manager to lead safety and security management across all ACTED premises and project sites in Syria. Based in Damascus, the Country Security Manager will advise the Country Director and Senior Management Team on all security matters and will be responsible for developing and implementing security frameworks in a complex and dynamic operating environment.

Salary: €3,300–4,500/month (commensurate with experience), plus monthly living allowance, shared accommodation, food, health insurance, life insurance, and repatriation assistance.

• Monitor and assess the security situation across all ACTED operating areas and provide timely analysis and recommendations to the Senior Management Team
• Develop, maintain, and update ACTED Syria's Security Management Plan, contingency plans, and standard operating procedures
• Design and deliver safety and security training to international and national staff across all bases
• Serve as a key member of the Crisis Management Team and lead the operational response to security incidents
• Build and mentor the local security team, establishing clear monitoring procedures for all ACTED premises and project sites
• Maintain a wide network of contacts with humanitarian security networks, UN OSCHA, and local authorities
• Produce regular security situation reports, incident reports, and briefings for senior management
• Conduct security assessments for new areas of operation and support programme teams on access negotiations

• Minimum 3–5 years of professional experience in security management in insecure environments, preferably in the Middle East or Africa
• Demonstrated experience developing and implementing security management frameworks for humanitarian organisations
• Strong training, mentoring, and communication skills; ability to manage both international and national staff
• Ability to work and live in frequently changing and sometimes remote security environments
• Advanced proficiency in written and spoken English; knowledge of Arabic is highly desirable
• Flexibility to multi-task under pressure and proven ability to work independently
• Prior experience in Syria or the Middle East is a strong asset
